ARC. (ESV) CHIOMA WOGU-OGBONNA, a Director in the Federal Civil Service of the Federation was born into the dynasty of Elder & Mrs. Joseph Wahunnaya Wogu of blessed memories, renowned Educationists.
She attended Owerri Road Primary School Aba, 1975-1981, University Demonstration Secondary School Uniport 1981-1984. Federal Government College Ikot-Ekpene, Akwa Ibom State (SSCE) 1984-1989, Abia State University Uturu (B.Sc. Arch.) 1991-1995 and Abia State University Uturu (M.Sc. Arch.) 1995-1997 (where she graduated as the best student in both Bsc. & Msc.Arch.) LEADERSHIP Programme in BLAVANIK SCHOOL of GOVERNMENT, UNIVERSITY of OXFORD and an Executive Program in Designing and Executing Corporate Revitalization in HARVARD BUSINESS SCHOOL.
CHIOMA WOGU-OGBONNA is a Chartered Architect, a Chartered Estate Surveyor and Valuer and a Project Manager and a facility Management Professional.
She is currently a Director in Federal Ministry of Housing and Urban Development, FCT, Abuja. She has also served as an Assistant Director in Federal Ministry of Power, Works & Housing, Rivers State, Chief Resident Architect of same Ministry, Team Leader –National Housing Program, Bayelsa, and Rivers States respectively. She is a Fellow of the Nigerian Institute of Architects (NIA), an Associate Member of the Nigerian Institution of Estate Surveyors and Valuers (NIESV), an Int'l Associate of American Institute of Architects (AIA), a member of International Facility Management Association (IFMA), Project Management Institute (PMI) and currently the 1st VICE PRESIDENT of THE NIGERIAN INSTITUTE OF ARCHITECTS
She is a recipient of many awards : 2019 CED (Construction and Engineering Digest) Forum Award, Professional Service Award of Excellence. (Architect Professional Body Service Category), March 2019 CED (Construction and Engineering Digest) Forum Award of Achievement: Outstanding Professional Woman in the Built Environment. Also, she is a recipient of Nigerian Institute of Architects: Leadership Game Changer Award 2021, Nigerian Institute of Architects: Meritorious Service Award 2014, Mother of Good Counsel Initiative (MOGCI): Humanitarian Award, 2025 Presidential Award Nominee in the Federal Civil Service, amongst several others.
She is a devout Catholic and a Lady of the Prestigious and Noble order of the Knights of St. Mulumba. A Patroness/Matron of various pious societies in several Parishes and Dioceses of the Catholic Church.
She is happily married to a renowned and Chartered Architect, Arc.Chief.Sir. Edward Chidi Ogbonna FNIA (KSM) and they are blessed with two lovely children: Chimdindu (an Economist/Global Business Manager) and Chukwuma (An Architect).
GOALS AND OBJECTIVES:
i. Establish institutional framework for maintenance and management of public buildings;
ii. Guide on the efficient, effective and economic use of building resources;
iii. Guide on the establishment of measurable and quantifiable maintenance standards;
iv. Guide on education and training framework for maintenance personnel at all levels;
v. To contribute to economic growth through massive job creation and empowerment of Nigerians at the base of the economic pyramid;
vi. Create regular opportunities for Artisans such as carpenters, painters, bricklayers, electricians, plumbers, welders etc to improve their skills and income and;
vii. Boost the productivity of MSMEs in the production of cleaning and building materials.
FUNCTIONS OF THE DEPARTMENT
The Department of Federal Public Assets Maintenance, Federal Ministry of Works and Housing shall oversee the coordination, implementation, management and maintenance of federal public assets, facilities and premises across Nigeria.
Other functions of the approved Department include:
i. Management of the maintenance of all public buildings across the country;
ii. Outsourcing of facility management service and janitorial activities of all Federal Ministries, Departments and Agencies as well as training and supervision of staff;
iii. Monitoring of outsourced facility management services through scheduled and unscheduled maintenance works such as general cleaning, fumigation, painting, furniture works, masonry fixtures, mechanical and electrical maintenance, replacement of spare parts, maintenance of sewage and drainage systems and horticultural requirements of all public buildings;
iv. Collection of data and establishment of comprehensive database of all public facilities;
v. Working with relevant agencies to ensure the modification of all public buildings to accommodate the special needs of persons with disabilities; and
vi. Maintaining all aspects of facilities management, maintenance, and upkeep to ensure that all public buildings facilities and installations operate at optimal capacity.
vii. Provide Training and support to the relevant department, unit or office of Ministries Departments and Agencies (MDA) responsible for asset maintenance and facility management for
(a) Maintenance needs assessment,
(b) Development of maintenance plan, and
(c) Maintenance procurement;
