ARC. IBECHILE CHRISTOPHER EGWUDALE (DIRECTOR FEDERAL PUBLIC ASSETS MANAGEMENT)

 

My names are Arc Ibechile Christopher Egwudale,I am the Head of Department, Federal Public Assets Maintenance (FPAM) of the Federal Ministry of Housing and Urban Development. I am a native of Aya in Ibaji Local Government Area, Kogi State. I finished from St Joseph’s Nursery and Primary School in 1977 and graduated from Government Secondary School Dekina in1982. I also attended the School of Basic Studies, Makurdi and Zaria in 1982 and 1983 respectively.I hold a Bachelor of Science (BSC) Architecture 1987 and a Master of Science (M.SC) Architecture 1989,both from Ahmadu Bello University,Zaria.

 

I got employed into the Civil Service in 1990 at Onikan,Lagos and was posted to Taraba State where I served as the Chief Resident Architect (CRA) from 1992-2001.I was redeployed back to the headquarters in Mabushi,Abuja and was sent on secondment to state House in 2008-2009 and later to Ministry of Defence. I was also seconded to Revenue Mobilization Allocation and fiscal Commission from 2012-2013 before I was recalled to the Headquarters. I was appointed a team leader to National Housing Programme,Makurdi in 2018 before I was made the controller of Federal Ministry of Works and Housing, Plateau State Field Headquarters.My last assignment was Deputy Director Architecture in Ministry of Defence in 2022 before I was posted to Federal Public Assets Maintenance (FPAM) as the Head of Rehabilitation and Renovation Division in 2023 before I Director and was made the Head of Department Federal Public Assets Maintenance (FPAM) on 10th January,2024.

 

I am not just an Architect but versatile innovative professional who has ventured into the fabrication of machineries,vehicles.and whose works have been on various international and local exhibitions notably for fabricating machines and vehicles that are purposed made for service delivery. Such machineries and Vehicles on display are: stabilized brick making machines, hydroformed model brick making machines, manual interlocking  stabilized machines, compacting machines, pulverizing and sitting machines, walking tractor, hoisting machines, various food processing machines.

FUNCTIONS OF THE FEDERAL PUBLIC ASSETS MANAGEMENT

GOALS AND OBJECTIVES:
i.    Establish institutional framework for maintenance and management of public buildings;
ii.    Guide on the efficient, effective and economic use of building resources;
iii.    Guide on the establishment of measurable and quantifiable maintenance standards;
iv.    Guide on education and training framework for maintenance personnel at all levels;
v.    To contribute to economic growth through massive job creation and empowerment of Nigerians at the base of the economic pyramid;
vi.    Create regular opportunities for Artisans such as carpenters, painters, bricklayers, electricians, plumbers, welders etc to improve their skills and income and;
vii.     Boost the productivity of MSMEs in the production of cleaning and building materials.

 

FUNCTIONS OF THE DEPARTMENT

 

The Department of Federal Public Assets Maintenance, Federal Ministry of Works and Housing shall oversee the coordination, implementation, management and maintenance of federal public assets, facilities and premises across Nigeria.
Other functions of the approved Department include:
i.    Management of the maintenance of all public buildings across the country;
ii.    Outsourcing of facility management service and janitorial activities of all Federal Ministries, Departments and Agencies as well as training and supervision of staff;
iii.    Monitoring of outsourced facility management services through scheduled and unscheduled maintenance works such as general cleaning, fumigation, painting, furniture works, masonry      fixtures, mechanical and electrical maintenance, replacement of spare parts, maintenance of sewage and drainage systems and horticultural requirements of all public buildings;
iv.    Collection of data and establishment of comprehensive database of all public facilities;
v.    Working with relevant agencies to ensure the modification of all public buildings to accommodate the special needs of persons with disabilities; and
vi.    Maintaining all aspects of facilities management, maintenance, and upkeep to ensure that all public buildings facilities and installations operate at optimal capacity.
vii. Provide Training and support to the relevant department, unit or office of Ministries Departments and Agencies (MDA) responsible for asset maintenance and facility management for
(a)    Maintenance needs assessment,
(b)    Development of maintenance plan, and
(c)    Maintenance procurement;
